This initiative is designed to eliminate academic user fees for all first-year students enrolled in public tertiary institutions across the country.
The announcement was made by Vice President Professor Naana Jane Opoku-Agyemang during the 58th Special Congregation of the Kwame Nkrumah University of Science and Technology (KNUST).
The Vice President emphasized that the No Fees Stress policy reflects the government’s broader mission to increase access to higher education and reduce the financial stress many students and families experience.
“As part of our government’s commitment to accessible and inclusive education, we are proud to implement the No Fees Stress policy, ensuring that no qualified student is left behind simply because of fees,” she stated.
What is the No Fees Stress Policy?
The No Fees Stress policy is a groundbreaking educational support programme introduced during the 2024 election campaign by President John Dramani Mahama.
The policy promises to remove academic user fees for all freshers in public tertiary institutions, within the first 120 days of the new administration.
This means that thousands of students entering university or other public tertiary institutions for the 2025/2026 academic year will not have to worry about paying academic user fees a major cost that often prevents students from enrolling.
Over 100,000 Students Already Applied
Even ahead of the official launch date, the response to the No Fees Stress policy has been overwhelming. According to data shared by the Vice President, more than 100,000 students have successfully completed online applications to benefit from the policy.
The programme is being coordinated and managed through the Students Loan Trust Fund (SLTF).
She noted that by mid-June 2025, nearly 130,000 students had accessed the online portal, with a significant majority completing the necessary steps to apply for support.
This early enthusiasm signals how deeply needed this intervention is for young people and families struggling with rising costs in the education sector.

Students who have secured admission into any public tertiary institution are encouraged to visit the portal, fill in their information, and upload the required documents to be considered for the fee waiver.
The Students Loan Trust Fund will oversee the validation and disbursement processes, ensuring transparency and timely support.
