Update on Senior Superintendent I Promotion Delays

GNATOC Addresses Promotion and Salary Scale Concerns
The Ghana National Association of Teachers on Campus (GNATOC), University of Education, Winneba (UEW) Chapter, has released an important communique concerning the ongoing Senior Superintendent I (Lower Rank) promotion process for its members.
The statement, dated May 24, 2026, provides clarity on the delays affecting promoted staff members who are yet to be placed on the correct salary scale despite receiving their promotion letters.
According to the association, the update specifically concerns GNATOC members across various universities who applied for promotion last year and successfully obtained their promotion letters.
However, although the promotions were approved, several affected members have not yet been migrated to the appropriate salary structure attached to the Senior Superintendent I (SUPT I) rank.
Some Members Successfully Migrated in March 2026
The communique explained that after members submitted the required documents earlier this year, a number of staff members were successfully promoted and placed on their rightful salary scale in March 2026.
This development brought relief to some beneficiaries who had been waiting for salary adjustments tied to their promotions.
However, the process was not smooth for all applicants. During the migration process, some members reportedly experienced salary blocks as attempts were made to move them onto the correct SUPT I salary scale.
The association further revealed that the promotion procedures for certain members did not proceed as expected, creating frustration and uncertainty among affected staff.
New System Blamed for Delays and Salary Blocks
GNATOC disclosed that after engaging higher authorities, they were informed that the challenges stemmed from the introduction of a new system.
According to the association, the transition to the updated system unfortunately caused delays and inconveniences in processing promotions and salary placements.
The leadership noted that they immediately followed up on the issue, leading to the resolution of blocked salary cases. Members whose salaries were affected reportedly received their payments in the following month, April 2026.
Despite these interventions, the association indicated that authorities instructed them to undertake a fresh data entry process. As a result, all members who are still not on the correct salary scale have now been duly captured into the updated system for final processing.
GNATOC Assures Members of Continued Follow-Up
The communique further emphasized that GNATOC leadership remains committed to ensuring that every affected member is eventually placed on the appropriate salary scale without further delay.
The association stated that it is currently awaiting final approval and processing from the relevant higher authorities.
